mine does that sometimes, just turn the car off, take the wire out, put it in REALLY good and make LOTS of contact, then turn the car back on

edit :welcome to the CEL party

well 95 means obd 0 or 1, obd is on board diagnostics. the batt needs to be disconnected and take the top second to the right 7.5 amp fuse out of the fusebox under the hood. wait about 20-30 mins and then go connect everything back. then check the CEL.

what do you mean you shorted out the plug? its probably flashing still because there is contact between the two wires

there has to be contact between the two wires to read the code. If it is staying solid even with the plug jumped, then that means the ecu is fried. Take the top of the ecu apart and see if you notice and burnt resistor, caps or traces in the board, Top and Bottom

If you jump the connector and the light doesnt come on, that means there are no codes. It could also be that the common grounds are not contacting properly.

no.. when you jump the connector, and there is no codes, it will give you a solid CEL.. at least thats how civics are.. or obd-1's for that matter

make sure you are jumping the plug then turning the ignition on

My bad slowhatch. The solid even after jumping can mean no codes It can also mean a FUBAR ecu.

Yea I will cross my finger for the OP. I was reading the thread link I posted and they jumped the ecu with car off and got codes. Also OP make sure you ecu/backup fuse under the hood is good or once you shut the car off to check the codes its reseting the ecu...
