Default ls civic.. having problems after 5k

Hey guys,
i ned some help! i JUST got a ls swap in my car. 95 civic with 96 teg engine. Now the problem i am having is in second and third at like 4500+ theres a gargle noise and the car just wont go at all!!

If its parked it revs fine, first gear revs fine.

Now the ONLY thing i can think of right now is.... its raining outside and my cold air filter is getting wet, and anytime after 4500 its trying to suck in a alot of air and it cant!

HELP
