Idling issues
The car: 1993 Civic
The specs:
1998 GSR motor
Converted to OBD I w/ P72 ECU
BLOX Intake manifold
everything else is stock
Problem: I need to get my car through the smog referee so I have to have everything OBD I. I have two throttle body, one is OBD II and the other is OBD I. When OBD II throttle body is on, it idles fine at around 700. When OBD I throttle body is on, it idles high at 2000. When it is warm, the idle jumps from 2500 then back down to 1500 and it goes on forever. Throttle cable is not hook up.
Thought it was FITV, so I cleaned it. Same issue. Cleaned IACV, same issue. Plugged bottom hole in throttle body, nothing. Plugged top hole in throttle body, idle drops a little, but still jumps back and forth.
Help...

have you tried spraying carb cleaner around to see if there is a vac leak?
if the throttle body is the issue, i really think you should give that fitv another look. did you close it all the way?
you should be able to smog with the obd2 TB, i don't think they will know the difference.
there's a obd check, visual inspection (I've never had issues with the type of TB).
And the HC test. did the ref say anything about the TB?
I though you could use obd2 on a obd1 car, but cant use obd1 on a obd2 car. huh.

Haven't tried spraying carb cleaner yet. Where would I spray it? But if i did have a leak wouldn't it do the same when I have the OBD II throttle body on there? Checked FITV twice already. Cleaned it twice. Tighten it down, but did not over tighten.
Referee told me that I have to get the OBD I throttle body. Difference between the two is that OBD I has the EVAP plug and FITV. OBD II does not have neither.

Checked for leaks, found none. Bleed coolant. Still surging from 2500 then back down to 1500. Could it be a faulty FITV? How often do those go bad?
