Default how a shift light/tach works...

Hey i was wondering, how does a shift light work? Does that little blue wire just put out a certain amount of volts, and then that gets read into the light? I’m asking, because if that's how it works, I could probably make one very easily, instead of spending $50....

the signal isn't changing voltage but pulses, there are chips out there that will interpret the pulses that aren't too expensive (<$10 probably)
