Electrical problem

Default Electrical problem

The car is a 00 si, today it started acting up. It would not start, at first it would crank slowly and the starter would click really fast but now it will not even crank the starter spins really fast though. Which means the starter is bad, nothing to worry about there. Here comes the odd part, I took the battery cables off to clean them and when I put them back on everything is acting weird. The radio works but turns off when you turn it up, the lights on the cluster come on, there dim an they flicker. I traced the clicking noise from the fuse box under the hood, it turned out to be the a/c relay. I took it out and put it back in . Now the radio is still the same but the clicking sounds went away. I tested the battery and it had 12 volts. I also checked the main fuses and there all good. Seems like nothing is getting full power, I cleaned the grounds and it seemed to help a little but its nothing like the way it should be. Is there any type of relays that would need to be reset or anything like that ? How often does the main relay go bad on such a new car ? Also I thought the car was not starting because of a dead battery, but I am getting 12 volts to the starter, its just weird these 2 problems happened at the same time. Does anyone know how many volts it takes to at least attempt to crank a car ?
