constant heat coming thru vents?

constant heat coming thru vents?
98 civic dx hatch...
i have an issue where no mater what there is a small amount of heat being blown threw my vents at all times but it lets me choose weather i want it at my feet face or a little of both.
what is the part that stops coolant from entering the heater core and how can i tell if its shutting all the way.
also on my heat/ac slider **** i can slide it all the way full cold but i cant slide it all the way full hot it stops right before going under neith the defroster button. could that mean its not reaching all the way cold and letting heat in? also does the blower motor do ac and heat or do they each have separate fans?

sadly i wasn't drunk . just typed in a hurry should say to stop outside air . it's not really a problem it's kind of like cowl induction. all kinds of cars do it so if it's not broke its hard to fix.

This issue sounds normal. When you turn your heater off from the heat position it keeps the blend door and the heater control valve in the same position. If you want the heat to keep from blowing on you turn your temperature **** to cold before you turn off the blower motor
