Hey guys, I took my 95 ex to get it smogged today and failed emissions. Apparently everything was fine except my NOx was too high - almost twice the limit here in CA. Here's my test results. The guy at the shop told me my o2 sensors look brand new and my timing is spot on, so a new cat might do the trick. From what I've been reading though, I just wanna make sure I don't have a more serious underlying issue before throwing money into a new cat.
I recently changed all my fluids but haven't cleaned out my fuel system yet.
Any thoughts?

Have you measured the fuel pressure or replaced the fuel filter?

Haven't done either yet, but yeah I was thinking replace the filter and maybe run some fuel system treatment product through?

Your combustion quality is very good, indicated by high CO2 percentage and low CO. HC is well within norms, not rich or lean. Your catalyst does not function well at low temps, replace it.
