Default Brake issue and check engine light

Hey guys, so I just got back from a 9 month rotation to S.Korea and I left my car with my wife. Biggest mistake lmao. So I have a 2 issues I'm trying to work out. The first one is the brakes. When the car isn't running, I have full brake pressure. When it's running I can push the petal to the floor and it slowly stops. I've bleed the brakes multiple times, no leaks and pads are brand new. What would cause this?
Second, my light for the check engine is on but when I go to pull the code it doesn't blink. I've rechecked plenty of times that it's all done right. Is there something I'm missing?
Thanks in advance. The car is a 1994 coupe ej2 with a D15b7 manual.
Oh and don't be a troll or a hard *** forum pick. I'm still searching but if someone can help cut it short, that be awesome.

Brake booster, guide pins are seized up. Inspect calipers/drums for leaks within the caliper pistons/shoe lever( I forgot what its called for rear drums). Get to it solder.

Sound like a bad master cylinder.

How are you trying to pull the CEL codes. Give details and post pictures.

With the brake booster, is there a way to free up the guide pins? Ill check everything else today when i work on it more.
