It's probably a bad Vehicle Speed Sensor, or a bad wire connecting to it. My speedo did this right before it stopped working completely, and it was a bad connection to my VSS.

Re: Bouncing Needle NEED help ASAP (JDMedEK)
there a quite a few different variables that can cause such a problem.
- bad vss - pull it out and inspect it, if visually bad, replace. could also be bad and not visually noticable.
- bad connection - clean the connector and make sure it has good contact
- bad speedo - mine was, swapped out the cluster and no problems anymore
start out with the easy stuff and then go from there. like no need to spend $100 for a new vss, when it just had a dirty connection. but from the symptoms you stated, its usually the VSS.
good luck!

Re: Bouncing Needle NEED help ASAP (94hatchling)
the thing is that my old dx speedo was doing it so i though ohh lets replace it whith an Si cluster and its doing the same, today on the freeway it got worse, if i go above 60mph itll just start bouncing all the way to 140mph and back to 60 and then to 120 u get the point!! and if its the vss, where is it located???
