Default Bad fuel sending unit or bad cluster?

I recently bought an 92-95 SI cluster for my 92 CX. I dont really think that my gas gauge was that accurate before because when I would fill it from "E", i would only get about 7 gallons. But anyway, I installed the SI cluster last night and the gas gauge goes right to above "full". I know there is only a little over a half tank in it now. No matter what I do even if I disconnect the cluster, move the needle to "E" then reconnect the cluster the needle slowly goes to above "full" when I turn the ingition on. I even moved it with the key on and it still went back up to full. I dont believe there is a full tank cause I filled it last week and put about 130 mi. since then. At my current fuel mileage that means I used about 4 gallons. Definitely should not still be full. Anyone else ever see anything like this??

saw this on one of my old clusters. the gauge is not accurate anyway. i would see about getting a new fuel level/temp part of your cluster. or just do what i did when i had a similar problem. reset the trip meter and judge when you need to fill up by miles.
