Your fuel pump priming doesn't mean there's gas going through the line, it's possible your gauge in the dash could be bad, or the sender in the tank could either be the wrong one or could be having an issue. I've had success before checking the back of the cluster for corrosion, the metal lines running across the back of the cluster sometimes can "bleed" into each other, causing weird signals and readouts, or just flat out not work. Quick, simple thing to check, then i'd make sure your sender is getting a good connection before trying anything heftier or more expensive.
