Default 93 Del Sol runs rich and fouls plugs

Recently got a 1993 Honda Del Sol D15B7. Seemed like it ran good for a week or so then started missing bad. Pulled the plug and they were all carbon fouled. Cleaned them, put them back and they were fouled again in minutes. The car starts fine, on clean plugs will idle fine with black smoke from the tailpipe... after a minute or so will start to miss from the plugs fouling. If I rev the engine up when I let off the gas it bogs down and almost stalls then idles back up again. No CEL. Here is what I've done so far:

-Cleaned IACV
-Cleaned FITV
-New plugs and wires
-New distributer (actually had wrong distributor, but it wasn't the problem anway)
-Compression test (180 each cylinder, little to no variation)
-Tested TPS
-New oxygen sensor

What the hell is going on with this thing? Anything else I can test? I want to take the FPR off but I'm not sure what that would accomplish as I wouldn't know what to do to it or look for to test it? Is there a way to test my MAP sensor? Anyone have any ideas? I'm starting to think someone put **** in my gas tank.

Check timing? Change fuel filter? Check voltage for fuel injectors. Any cels??

I agree check your timing. (timing belt not ignition)

No CELs. Yes the CEL works. Ignition timing is set correctly. How do i check the fuel injectors? The timing belt hasn't been touched. Are you saying it's skipping teeth on its own? How can I check it?

Remove the fuel rail with the injectors to see whether the injectors are stuck open (continuous gas spray) or properly pulse gas with the engine cranking.

Have you checked for an exhaust leak near the O2 sensor?

Is the engine running cold?

Is the fuel pressure regulator working properly?

Where does a timing gun tell you that the ignition timing is set?

What's the fuel pressure?

I have not heard or felt any exhaust leak around the O2. The timing is set to the middle mark of the three on the crank (which is 16 BTDC I believe?) I do not know how to test the FPR please let me know how as that was my next guess. Yes, these starts are "cold" however I do not live in a cold climate (Miami). I guess I'll need something to test the fuel pressure with.

A small exhaust leak upstream or near the O2 sensor could make the engine run rich, so do a careful inspection of the exhaust system.

Does the engine seem to take an inordinate amount of time to warm up?

I have a civic that i'm interested in buying and it does almost the same thing. jux that it hasnt been started up in like 5 years, removed all the old gas and changed fuel pump. it starts jux that it idles a couple of times and then it dies after a hard rev. my spark plugs get black *** Fawk!!. iono whats causing the car to do this. but i hope somebody can help me too!. almost the same as yours....

I need to find a pressure tester that fits the port. What size fitting do I need?

Fuel pressure is 36 at idle with vacuum to the regulator, which is apparently normal. What next?

I seafoamed the car to get it to smoke...no exhaust leaks. Fuel pressure is normal. Could this be from a clogged cat? Bad valve lash? what else is there?
