B16 in Del Sol Runs Rough

B16 in Del Sol Runs Rough
B16a2 with rebuilt head. Car starts but runs rough and keeps idle at 1k, dosen't rev past 3k and bogs/anti lags at that point.
Brand new plugs fouled. No CEL's, Checked mechanical and Ignition timing. Adjusted Valves, changed dizzy and ECU. New plugs and Wires. Compression tested at 210 across. Grounds cleaned, injector wires re checked. Map sensor and TPS checked as well.
Don't know what else it could be, would like to take suggestions.

sounds like your in limp mode. you sure you have no CELs and the CEL bulb works?
my b16 did this when i forgot to hook up engine temperature.

just a b16 map from a reputable local tuner. pulled off battery cables for a few hours to make sure not in limp mode. checked for codes even no cel. correct firing order. Plugs seemed fouled from fuel or at least smelled a bit gassy. They were black as night. Double checked all wiring with my other car all seem to be in correct places.
