92 civic hatchback will not start.
My father has had a 1992 Honda Civic hatchback manual at a junkyard since around 2007. It has not ran since then and I have been fixing it up. I have replaced the starter, distributor, plugs, fuel pump, fuel filter and the battery I have fixed the clutch safety switch and the master cylinder . I got it running in my garage yesterday and drove it out into my drive way. The garage is at a slant and the drive way is flat. The car had a little bit of expired fuel so when I ran it it sounded horrible until the good fuel I put in it kicked in. I only put around a 1/4 gallon so It wouldn't start in driveway afterwords. I put in new fuel and it will not start. I checked the fuel line at the filter and I don't think I'm getting any pressure. The fuel pump only primes after the car has been sitting for a long time. It doesn't prime every time I put the car on "on". I checked the ECU and there doesn't seem to be any damage.

Cranks but won't start, CEL stays on with the key on not cranking (it is supposed to come on then go out) and pump doesn't prime-- is either the main relay or the ECU. Although bad ECUs aren't common, a major thing that does happen when they are bad is they are slow to boot up. The CEL stays on and the pump doesn't prime, and the car can't be started. After some time of leaving the key on, the CEL turns off and the car can be started.
But before suspecting anything else, ALWAYS resolder the main relay in any 1988-1995.

Check fuse 31 under the hood and 24 in the dash (someone correct me on this if these aren't the right ones for the fuel pump, OP just check the diagrams lol).
Could also be the main relay, or obviously the power going to the pump itself. Test with a multimeter if you have one.

I checked both fuses and they appear to be fine. But, I believe you are right about the CEL I was fidgeting with the key and the CEL was staying on but it randomly shut off once and as it happened the fuel pump primed. Where is the master relay located? I checked the interior of the ECU and it looks fine. Also, I don't know if this has any affect but there is a clicking coming from the under hood fuse box on "Heater motor relay" the relay is also getting really hot
