Icon2 2000 Civic HX Help

I posted a forum earlier this month about an electrical issue I had with my 2000 Honda Civic HX. I've isolated the issue with a mechanic friend of mine down to what seems to be a single wire that I'm not sure what exactly it is. Originally we thought it was the ECU, but we ruled that out after looking over it and finding this other wire. The original issue was my main FI e/m fuse ( 15A ) kept popping. Now that I've unplugged this wire it has stopped. We literally unplugged every electrical component under the hood and the fuse still popped until the wire in this picture was unplugged. Subsequently we plugged in every component back under the hood and tried to crank it. No fuse would pop, but it still won't turn over because the fuel pump doesn't seem to have power still.



What exactly is this wire? Also, how much is it potentially going to cost to fix.

Intake manifold support bracket rubbed through the engine harness.

That's the issue? How do I go about fixing that? I believed it had suffered a major power surge on my way home. Anything is possible though I'm sure.
Also, the link doesn't seem to work for me.

The fuse is a 15amp fuse not the number of the fuse. It's my main fuel injection system fuse under the hood.

I thought you were talking about the #15 under dash fuse.

What's the number of the under hood fuse, #44?

Yes #44 would be the number of the fuse that was blowing. Once I unplugged the wire in the picture ( the yellow one ), it stopped popping but there was no power to the fuel pump still so the engine doesn't turn over when cranked. Where, if anywhere, does the trail lead? I couldn't find any potential short or where it might lead to a short.
