1995 Del Sol won't start

1995 Del Sol won't start
Have spark, no power to fuel pump, relay under drivers side dash appears to be "clicking" but perhaps intermittent, car is in FL and we have had record rains, targa top leaks, real humid in car. Ran hot lead to fuel pump heard it hum, figured it must be the ECU. Ordered a used replacement. While waiting, sprayed ether into snorkel and engine would run. No ether - no run. Fiddled around with ECU wire harness, car started and ran. Next morning - car would turn over but not start. Installed replacement ECU, car would turn over but would not start. Wiggling wires did not help. What are the odds that 2 ECU's could have the same problem?
What's next? Try the ether again to make sure spark is present? Replace fuel pump relay (silver unit with red / brown back about 2" x 1" with red plug) located on side panel to the left of the clutch pedal? I searched the forum and am confused about the fuel pump fuse vs main fuse, does it have a separate fuel pump fuse or not? Do I check the soldering on the main fuse and is this main fuse in the engine bay or under the dash?

Replaced main / fuel pump relay, installed replacement ECU, fuse under hood # 31 blew. Replaced fuse, put in OEM ECU and car started. I still think there is an issue with the ECU and humidity, we'll have to wait and see. Thank you for your reply.

I'm not sure, I think the replacement ECU has a dead short in it which blew the fuse and the original ECU has been in an air conditioned climate for 2 days and may have dried out sufficiently to work again. I want to take apart the main relay to see if there are any issues there. We did run a hot lead to the fuel pump and the pump worked, and the car did start and run once after we did this so the fuse was good at that point in time. If the car fails to start again I will do the pin test to check out the fuel pump situation. I am hoping it won't happen again, but I have my doubts. I still think there are issues with the OEM ECU and the moisture. I need to find the rear Targa roof seal, she had 1/2" of standing water behind the rear seat from the 21 days of rain we've had.
