I got the pword lip, maybe if i get a fellowship (an extra 3-5k on top of the stipend) Ill do them up

When changing the timing belt on a SOHC does anyone know if the metal washer between the crank pulley and the gear goes on the inside of the timing cover or the outside?
ex: is it
gear / washer/ timing cover / crank pulley
or
gear/ timing cover / washer / crank pulley
If its the first way I'm afraid it's gonna rub the timing belt and deteriorate it's life and if it's the second way I'm afraid it doesn't clear and scratches the plastic. Should I not even run one?
