sounds like the relay to me. or a loose ground.

No it's official name is PGM-FI relay.

it doesnt.. thats just the inherent nature of a dynapack dynoplot. its normal. the scaling is much greater than some other charts.. but the numbers are the same. if you scaled both the trq and hp the same, it'd look smoother, but thats just the way they this one was charted
