My BOV is open during idle. You would know if it's open if you get out and look and listen to it. I'm not sure which is better but I kind of worry about sucking in dirty, unfiltered air.

Put a piece of paper/spring next to it. If it sucks to the BOV, it's open.

It depends really. I've heard some need to be open. On other setups they should be closed. That's why most BOVs give you the adjusting washers. Not to thread jack but I just got a TurboXS Type H34 and was wondering if it would be ok to use it with only 8 psi of boost. TurboXS says 10-25 psi with it but I already bought the damn thing

closed. you wouldnt wanna suck in something nasty would ya?
if you have an adjusting screw at the top, tighten until closed. then blip the throttle a couple of times and feel or look at the piston again to see if its open still.
if you have those 'washers' then install a few to shut it.

at idle you are in vacuum so your bov should be open somewhat since that is what causes it to open. i just put a small filter on mine and don't worry about it at all.
