What would cause this?

Default What would cause this?

I know a guy with a 95 or 96 prelude Vtec that he has been working with because its doesn't run right. First heres a basically what he has done, it's sleeved bored out to 2.6L built bottom end built head, with a T3/T04ef turbo I don't know the specs on the turbo, but his problem is that he generates 1psi at idle and at 2500-3000rpms he is already boosting between 10-15psi, he thinks the turbo is too small for 2.6L so now he is going bigger with a T60-1 turbo or something around that size. I am nowhere near knowing how to figure this out. Does anyone know what it might be?

well maybe his wastegate is bad or something, shouldnt there be vacuum at idle?

must not be a t3/t04e turbo if it's makin 1 psi at idle.

It is a T3/T04ef, but somebody mentioned once that he may have made his own exhaust manifold in which case he could have mislocated the wastegate causing it to not function properly. I am stumped I don't even know where to begin on this.
