Default what should i do next

I have a 99 honda civic ex with the d16y8 engine. I just bought a stage 3 garret t-3/t04e with wet floating ball bearings and everything including intercooler,bov, wastegate, etc. I want to end up running 20-25 psi. And I was wondering what should i do next to my engine # 1 down from most important to least. Right now my car is stock. I also want to beat one of the 2002 ford mustangs in town with 300whp, how much hp should it take to beat him? My car is automatic by the way. Thanks

I am not sure if that engine will flow enough exhaust to put out 20-25psi on a single turbo system. if it will then cool.
in order from most important to least is hard for individual parts, but here it goes.

what engine management are you using? at any boost level it is needed. I reccommend hondata, because it'll work now and when you hit 20-25 psi.

#1 built bottom end, this includes; sleeves, pistons, sleeves, rods, sleeves, headgasket, sleeves, arp studs, oh and did I mention sleeves?

#2 head, includes P&P, valve job, retainers, springs, basicall just buy a head package that is built and just has to be bolted onto the block ( that's my plan)

#3 intake mani, skunk 2

#4 exhaust pipe diameter increase to about 3"
