Should their be oil in the exhaust side of a turbo?

Should their be oil in the exhaust side of a turbo?
Guys, a friend of mine is trying to buy a used turbo. We checked it for shaft play and there is none. But i noticed that one of the bolts in the center housing appears to have been leaking some oil. I looked into the exhaust side and i also noticed a little bit of oil in there.
I dont know if its ok to have oil in there eventhough there is NO shaft play? My friends engine blew so could that be a reason why there us oil in there. Should he buy it or dump it?
BTW. its a t3/t4e 60/.63A/R. The turbo still has the green stripes on the compressor sie. I will post pics later tonight of it.

does it blow oil when boost if so the leak on the downpipe burns and pushes out the back, or check spark plugs for oil
