hey wait a second. D16Y8? Isn't that the SOHC VTEC? And you're running a SAFC and not a VAFC? Am i correct?
Since it's the SAFC, you don't have the feature of Ne-P:Hvt and Ne-P:Lvt, so for the Ne-Point, I would jsut set it to cover your whole RPM band like:

2000
3000
4000
5000
6000
7000
8000

Hrm.. -39 shouldn't make you run so rich that'd it'd foul the plugs that bad and cause misfire... -39 is a pretty good area most people use... what's your fuel pressure at?

If you are still going rich lean it out to -45. You car might be different than the others.
It also occurs to me that your resistors may be wrong. I have heard of sputtering issues using radio shack resistors that was fixed by using an Acura resistor box.
