This is taken directly from instructions from Golden Eagle.

Hold the sandwich plate clocked to your desired setting and tighten.
Make sure the washer portion of the VTEC Conversion Kit / Turbo Oil
Feed is sitting flush in the counter bore of the sandwich adapter. Using a
1” socket or open end wrench, tighten the sandwich plate. DO NOT
OVERTIGHTEN. THIS CAN CAUSE IRREVERSABLE
DAMAGE TO THE BLOCK OR VTEC CONVERSION KIT /
TURBO OIL FEED UNIT!!! All you need to do is hand tighten the
nipple by hand then tighten ¼ turn or until the nipple will not turn under
nominal force. Some Loctite may be used to keep the nipple from
loosening during oil filter changes.

Put it this way, if its coming off when you unscrew your filter you didnt tighten it enough, if Honda is calling for 54ft/lbs on the oem oil cooler it can handle that stress load. Now for the bolt and plate being used (material/grade of bolt and sandwich plate) that could change things. I would give it ~25ft/lbs and a small dab of loctite and you should never have a issue again. Or do a 1/4 turn method and not turn under nominal force lol...kinda vauge. They should have came up with a Tq spec

They can't because the company is a joke... Just like they step deck their sleeves and don't tell you and will O-ring it on top of it. That just screams "Our sleeves sink and we know it, but hey, we compensated for it"...

I just nip my sandwich plate up by hand and screw the filter on by hand. I've never once had a problem.
