Odd "hesitation" problem... Hondata? Fuel pressure???

Odd "hesitation" problem... Hondata? Fuel pressure???
Just for starters I'll give you a short run-down on my setup:
B18c1, stock internals -- turbo at 7psi
hondata stage 3(converted from obd-2 to obd-1)
440cc RC injectors
b & m FPR -45psi at idle
255 high press. in-tank fuel pump
ngk plugs - 1 stage cooler than stock
So heres the 'problem'... when I'm at WOT shifting from 1st to 2nd everything is smooth, then when shifting from 2nd to 3rd(aprox. 8,400~,8,600 rpm), the very beggining of third gear there is a hesitation. The engine just "stops" for a second then everything is smooth again. My first guess is, that its running way rich, but it could be something else. I had my brother drive behind me while I drove it hard from 2nd-3rd, and he said there was a BIG could of black smoke(unburnt fuel?), when I was shifting.
The car was tuned for a lower altitude(phoenix, az not sure of exact altitude), whereas I live at 7,000ft, could this be why this is happening? Should I adjust the fuel pressure down a few psi? Is this something that sounds hondata, related?
