It doesn't make any sense to tune the car with a vafc if you have a basemap.. meaning you have a chipped ecu. You have no control over the final ignition timing. Wherever you tune the fuel too, is kinda where your ignition is stuck.

what do u mean illegally passing? just throw the stock ecu back in stock injectors, and pull the WG spring once a year it can pass legally.

Since we are talking a couple of months here, I would just advise your friend to be patient for turbo and save up for the proper equipment.
