No boost with new turbo.

No boost with new turbo.
So I sent my old turbo back to the company that I got it from and they sent me out a brand new one. I havent got any boost with this new turbo I got back. I have triple checked my piping and swapped to an extra wastegate I have, its not that. I have checked the turbo itself and seen the wheel spin and I can turn it myself with my hand and there is no play in it and it spins withought any grinding noise or restriction. My vac source to the wastegate seems fine also. I took the charge pipe off the intake manifold and held my hand there and when I rev it up I get alsmost no airflow at all. I mean very very little. This is pissin me off so bad. I just cant think of what it could be. Only two things come to mind:
- a intercooler problem
- safc settings
I just need more info on either of these. thanks.

when I drive it there is a whining sound when the turbo spools up. it spools but with this weird noise. And the noise isnt besides the typical turbo sound, its in place off it. So I am guessing its the turbo. Brand new and it doesnt work. This is the second one I have got from the company I bought it from. The first one started leaking oil within 10 miles of driving. Just my freakin luck huh?

man i really doubt its the turbo it self. Did you check the intake side of the turbo for any holes? ... did you check ALL couplings for small holes? i remember i blew a coupling within 15 minutes of boosting and i thought i had a problem.. it sounded like the turbo would spool but it also sounded like there was air shooting out somewhere.. with some close examination, i found a small leak in a coupling. replaced and no more problems.

my turbo is making the whining sound. its not making the regular spool up sound and then another sound. its just the turbo and it sounds like ****. would a leak in the turbo itself cause this noise?
