your turbo is too big to spool with no load on the motor.

rite now i have a rebuilt ebay turbo its a t3/t4 60 trim it was rebuilt by a dude name mike but i never had this turbo on my car yet .. the last turbo was an ebay turbo witch was way smaller then the one i have now it was like a 50 trim .. maybe its how the vac lines are hooked up or maybe because i have a stock flywheel

Your flywheel has nothing to do with it.

Your either not building enough pressure or your BOV is too stiff. As long as everything is working the way it should call it a day.

If you want more "sound", get an exhaust whistle! If you have the right parts and they are performing correctly it will sound nasty no matter what you do!

A BOV is not going to produce sound if there is no boost present, as there is no excess pressure being released into the atmosphere through it. Bigger turbos (generally) spool at higher RPM, so you need to rev the engine higher and most of the time hold it there for longer periods to hear the BOV work when you finally let off the gas.

You won't hear close to anything if you're revving to 3k but your turbo normally hits full spool at 4400. It would be different if you were using one of those tiny 14b turbos that spool at like 2500.

My launch controller is set at 4200 right now. That's right when my turbo hits full spool under load. When I rev the car to 4200 and hold it there for 5 seconds, you can still hardly hear the BOV working, only a small chatter.

Edit:

BTW, put a pipe on your wastegate man. Your turbo is probably sucking in all kinds of hot exhaust gasses that aren't good for the motor. I'll bet your charge pipes are completely black inside.
