Default high idle. need help

hello everybody,,

i just finished turboing my D14 for the second time. and now i'm having a problam that i didnt had before.
the idle just wont go under 1000 rpm's.... i checked all the charge pipes for leaks and also vac lines.
somtimes the idle gos up and down like its on a limp mode... and there is no cel....

i did new 2" charge pipes.(used to have 2.5" from ic to tb)

the new turbo is of a volvo.... its a garrett with the wierd T3 look alike flange.

the "management" is safc with 450's

what can cause that problam?
