Default Wierd Idle Problems! Please help

Well Im still kinda new and a friend told me to post to see what are some possible solutions.

i have a D15b Sohc Vtec and i have no idea what the problem is.

like It idles at 1300 and jumps up and down to 1500 and back down like its breathing.

we changed the IACV and nothing same thing. but now the problems are somtimes it wil idle at 700rpm's and then the next time i turn on the car it idles at like 100 rpms like its about to turn off. i sole it by reving it to 6000rpms them it idles at the 1300-1500 rpm mark.

Please help! Ive searched but nothing matches what my problem is.(searched: High idle, Hoping idle, how to fixed high idle and much more with no solutions here or google.)

^ x2.

is it just me or do people like to throw IACV's at anything with an idle problem?

The jumping rpms makes me think vac leak, but that wouldn't explain why it idles so low after replacing the IAC. what did you replace it with? new or used parts?

Does the CEL work and is it ON? Are any CEL codes retrieved from the ECU:
