Default Help, with manual boost controller

my friend has a 1996 Civic with a d16, he turboed his car and he has the boost controller from the wastegate to the intake manifold

He says after he goes threw some gears he cant accelerate like he gives it gas and the motor doesnt do anything, and he says he has to turn it off and turn it back on for it to work

and he said last night he was driving and he stopped and looked at the vacumn lines and 2 of them were sucked closed

Is he using those cheap thin walled silicone lines? If so, go get some beefier vacuum lines.
