Emmisions and engine management
I am due for emmisions testing in a month. What is the best form of an emmisions legal tunning device. It needs to use my existing ECU from my 99 Civic Si?

What mods do you have on the car now? The stock ECU can handle most bolt ons. Or else, an AFC type fuel controller is still "legal", since it's a piggyback.
But since you're OBDII, they'll just plug into the connector and check for CEL's. If you switch to OBDI, you'll lose that OBDII connection...so they'll most likely just give you a tailpipe sniffer test.
