i'm thinking of getting a turbo setup on my D16y7 and only run 7psi boost would i need a new computer and do i have to use a decompession gasket?

No and no. You need a Missing Link to keep the MAP from reading boost and you should be fine with 7 PSI. You'll need to look at larger injectors and an S-AFC to do it right (as right as you can do it without a stand alone).
