Default Built block completely acting strange need help diagnosing?

1991 honda crx si
b16a
j1 tranny
pr3 ecu
hondata wiring
sport compact sci
450cc injectors
walbro255

t3/t4e 63.48ar
tial wastegate
fmic

9:1 compression pistons .020 overbore
scat rods
acl bearings

honda headgasket
arp main and head studs

stock dizzy
old as **** spark plugs
msd 8.5mm spark plug wires
ctr crank pulley
10k timing belt.
stock fuel rail.

engine and head were checked good. leakdown and compression was perfect.

heres the problem, i start to build boost around 4k hit full boost at 5k nothing over 11.5 psi.

around 5200 rpm i am making about 140 whp and then my power drops to 52whp and i dont know why. one run i made 180whp because i didnt drop power. i dont know whats going on.

i was told it was either the valvetrain or the ignition or timing.

what is the stock b16 timing supposed to be set at? its a little under the red timing mark.

stuck at hte dyno lost for words.

its a full 3 inch exhaust from the downpipe back, no cat. the dyno owner is tuning the hondata.

the problem is the graph is all choppy, no smooth curves whatsoever, max power at about 4200, and dropping
