Boost problem
I am running a t3/t04b turbonetics, revhard manifold, and a tial wastegate with a 9 pound spring. I have an AVCR set on off. I am boosting 16 pounds and not sure why I am boosting this much.

Are you sure they're 9 psi spring on the Tial ? Boost creeping is when you're hitting boost slightly aboved the preset presssure on your spring. example, you have a 9 psi springs, you may boost creep to 10 psi ish. It all depends on the stregth and quality of the spings, placement and etc.
Tial and Rev Hard manifold should not be the major cause of it. There is something else behind it.
Check all the vacuum connection, also, do have any exhaust leaks ?
