Default boost gauge & wastegate issues?(long post)

I have a couple of question regarding my setup on my 99 si W/greddy 18g turbo 8psi.

Ever since I installed my autometer Ultra lite boost gauge the needle has always been on 2 psi with the car NOT running. When i installed it I did get a kink in the line but managed to get it open with some needle nose pliers, but when the car is running the (in hg) vac is on 13. i know thats wrong it should be at 17-21. could the kink in the line mess up the calibration on the gauge? if so can I recalibrate it?

When i installed the turbo back in Jan. I hade it tuned with the CAT still on, witch i assume restricted my turbo from spooling or boosting as much. I few days ago I installed a k-teller test pipe and It when from 8psi to 12psi. WTF?? I couldn't use my boost controller( greddy profec b spec 1) cause it was already at min, so I adjusted the wastegate spring/rod to about at long as it would go hoping that I could use the boost controller then.
Took it out for a test drive to set the psi and every setting i put it on didn't work, it didn't spool nearing as fast as it use to and still over boosted? hummm... ok, so I shortened it a bit and set the #'s on the back of the box to the optional setting for over boosting. 4 down 3 up 2 up 1 down. the results were better but still overboost a bit. At min settings and balance all the way to sharp it's still at 10 psi.
How do I fix these problems?

how is your vacuum routing looking like? try to give the actuator its only vacuum source, we had that problem on a greddy kit we installed, after we switched the vacuum so that actuator would have its own source, there was no more creeping

The autometer guage is pretty common. Did you notice the guage being off before you installed it? I know some have been known to be off by 2+psi. Most people just sent them back and got one that was calibrated accuratly. To answer you question it should not read 2psi with the car turned off but I'm sure you knew that already

do you have one vacuum line going to the actuator itself, or do you have it tee'd into all kinds of places?

yeah the vacuum line is going from the actuator to the outlet in the boost controller.
