Default Blitz blow off valve?

I was having trouble with my cheap ebay type RS bov not holding high boost , so I found and bought a used, but almost like new adjustable Blitz bov for a $137 shipped that also came with a flange.

Well I changed it today and i also went with a braided fuel type hose approx 1/8" I.D.

Now the problem I'm having is that under 5 psi it is compressor surging, anything over 5 and it blows off great.

What do you guys think i should do, I was thinking that the hose is too small and that it's not allowing enough vaccuum to pull the valve open, or could it be my vaccuum source? I have it connected to the nipple originally for cruise control on the back side of my intake manifold.

Also will it hurt my turbo from the surging even though it is only happening under 5 psi?

Most will slightly flutter like that anything over vaccum. It's rather normal. You may want to adjust the top screw on the valve to be a bit softer, but I wouldn't worry too much. Many BOVs do that, at that low of a pressure, even those that claim they don't.
