Default B16 overheating

Before anyone tells me seach I already have. I have a fully built B16 with darton sleeves, greddy 18g turbo kit, koyo radiator (not full size), buddy club rad cap, spoon termo and fan switch, new oem water pump, new oem head gasget. I have this overheating problem only in stop and go traffic, there is no oil and coolant mixxing. There is also low coolant in the overflow tank (the first time) Gets up to about 3/4 before hot, losses power untill it cools down then picks up. When I'm not in stop and go traffic its fine... I would welcome any help.

oil temp I have no clue, I have no gauge for that and as for the fan its suppose to be a puller type.... the builder installed it, the oem one wouldn't work

go look at the fan and which way the air is flowing.

you want the air from outside being pushed or pulled into the bay
