Need help with car running problems
Okay I have fully built LS/VTEC engine, and the car really doesn't have pep. It hesitates a bit, try to get on the accelerator and the car doesn't really take off. I have a check engine light on and used a jumper wire to see what the code is the check engine light goes off but the SRS light just blinks. I'm running this in a 95 honda civic with a chipped p28.
Can you open the ecu top cover and see if there is a jumper on J16. I believe that is the correct jumper location, but if you can take a photo of the ecu and post it, I can try to help you.
Problem is, basemaps are purely for startups and modified engines shouldn't be running on them for an extended period. People think they have a "custom" map when they give a "tuner" specific parts/mods on their motor setup and the tuner sends them a tuned map for another car with similar/same setup. Yes, it would work, but for optimum performance gains, each motor should be tuned individually on the dyno once the motor is started.

your problem is that you are running a basemap. p28 doesnt have a knock function so no dice there.
if the engine was never tuned, that would be next on my list and labeled as top priority. basemaps are not designed (or should not be designed at least) to be peppy.
