Thats not the problem, I used to work for Phillips and they have a call back on HID ballasts as this was a consistent problem many people were having with Phillips HID kits when they were in production. (i.e lights turning off as well as not starting up ..however turning off an on would get them to sometime to start up. etc )

Anyhow, when I was there. It was a "no questions" asked exchange...however I havent work there in over a year.
