Yes, basically. However, it should be legal to drive to the track as long as the car is garaged in a home county like Culpeper or Orange. I could not garage it in Fairfax or Loudon and still drive it to the track.

Is this because of emissions? Having this swap, is there anyway to leagally do emissions?

i would bet that as long as the OBD2 diagnostic port still works that he would be able to pass emissions just fine. the motor has stock internals right?

Not aware of VA's emissions, but I don't think JDM engines can pass emissions. Don't quote me on that as I'm just thinking of CA.

It is OBD-II as OBD-III cannot be used (gov't restrictions for safety).

Inaccurate for VA. My 96 hatch w/ 97 JDM R motor passed emissions fine. The car was kept OBD1.

Depending on Ride height it isnt too bad. I have my car at about stock ride height and I have 5 1/2in of clearance from the oil pan to the ground.
