What do you want to do with your car? What kind of whp are you looking for? etc.
Answer those questions and that should better help what route you would take.

well i picked up my car for pretty cheap and i was planning to do some stuff with the car. i just found a few gsr's for a good deal but its kind of expensive. but in the end im going to have to fork out extra $$ either way

Re: swap or turbo? (jxnguyen)
the turbo is an awesome idea for the ls vtec, but if you have the money look into a possible k20 swap which is pretty direct. But the gsr engine is prob the best way to go, look for a cheep gsr with body damage on craigslist.com

Ok, if you don't know what you want to do then how the hell are we supposed to give you advice? My suggestion to you is read, and while you're at it, read alot.
In addition to your stupid initial post, turbo'ing a car and swapping motors with one that provides a power difference of 30HP is a night and day difference. Before you start to , try answering the question about what you want to do. You might actually get somewhere.

Re: swap or turbo? (StockDC2)
You'd be better off with a LS-T
GSRs are gay.
I really would recommend going that route, because if you pop your LS you wont have to spend alot of money to replace it.
Plus, don't buy any car with high mileage on the motor and expect to turbo and romp all the time, you'll end its life.

Re: swap or turbo? (jxnguyen)
LS turbo is great you get a lower compression ratio than a gsr and boosting to 12-15psi is safer i have a b18b and thinking of boosting; if you go with gsr swap then build internals

Most common LS turbos without any internal work only boost around 10-11 psi and thats with very fine tuning.
The most common LS-T build involves ARP rod bolts because thats a focally weak point for the B18A/B.
So common sense would be to not boost at 12-14 psi on a stock LS, as more than likely you'll ruin the motor.
And yes, the LS does boost well but so does the GSR.
