pick one or the other on a $800 budget. You won't do a very good job rebuilding the engine and/or a very good ls/vtec job unless you double your budget

Honestly, save your money man. It's better to build a more expensive setup that you know will be reliable to where you can run it hard and have no worries over building one on a budget of 800. You'll skip out on important parts for the long run. It may run good now, but after a while things will start failing. Save up, or start gathering parts now and when you have the right stuff, then go ahead with the build.
Goodluck again

order a B20 from Hmotoronline. It will be about that much and work in your car.

Wow dont break the bank. But seriously, when you've saved more money just have it fully balanced, micro polished crank, shot ping the stock rods, all arp bolts especially the rod bolt cause the ls are ****, and get some gsr or type r piston and of course the usual hone and a golden eagle ls vtec kit, and your set. But if it was me I would also wait and just save and rebuild the head at the same time. Also it will suck with ls tranny; you'll fall out of vtec between shifts.

yeah i was thinking that, is the gsr head compatible with the b20? or is the b20 more of a boost engine also i read somewhere it had thin cylinder walls is that as bad as it sounds?

VTEC heads will mate to the B20 fine, but your better off having your B18B sleeved and bored to 84mm if you want more displacement.

On the cheap, if you must, go with P30 or PR3 pistons with your B18B block because no mods are needed to use your stock rods, and these will give you a nice bump in compression. Use ARP rod bolts as stated earlier and have them resized. Hastings rings are more affordable than OEM by $50 and just as reliable. ACL bearings are reliable bearings if they are within clearance specs and will save another $100 over OEM. But go with an OEM headgasket. Also ARP headstuds are reusable, so those are a good investment. If you have enough money left over, use 96 or newer oil/water pumps. And new VTEC timing belt and tensionor. Good luck. And get a good tune.
