Pulled my plugs to regap them...3 are wet with fuel?

From: Destroying turbo ITR motors in Minneapolis, MN, U.S.A.
Quick rundown of the setup (nothing special, for reference):
-97 civic EX, stock D16Y8
-ARP headstuds, new OEM HG, freshly rebuilt head (~700 miles on it)
-92-95 greddy kit, intercooled at 7 psi
-greddy blue box (this may be the culprit)
-stock injectors
-stock fuel pump
-timing retarded 2 degrees at the dizzy
-stock greddy downpipe -> stock cat (coming out today
) -> thermal exhaust
-NGK BKR6E's, gapped at .028"
I went to regap my plugs at .030-.031" across the board, and cylinders 1, 2, and 4 are wet with fuel. There are also some black charred spots on the sides of those same plugs. A TINY TINY fragment of the side of the electrode (90 deg. porcelain thing?) chipped off.
But the plug still looks to be in good shape according to my Helms manual.
The car is overnight-cold. I haven't started it yet.
Am I just being paranoid? Will a fresh set of plugs and a proper gap fix this, or did my blue box just foul them?

Gap the new plugs at .30 and run them. Let it idle, warm up to operating temp, make a quick boost pull up the road and check them.

No I was talking about Saturday morning around 2:00-3:00am when I was doing late night boosting runs to check my car's performance before Rock Falls.

If their wet with black char, your running too rich. any smoke blowing out the exhaust? I would just go get it tuned on a dyno.
