Loctite is a kind of mechanical adhesive...think of it as glue to hold the sleeves in place.

The process he's describing I believe refers to the tolerences your machine shop has to follow to install. Did you show that to the machine shop?

the loctite is a brand of adhesive, 518 and 620 are the model of locitite he reccomends...

as far as press fit and all that...i think he means that at the flange (i think thats the top of the sleeve) they need to either be flush or at the most .0005 off....

and the .001-.002 i think refers to the allowable space in between the sleeve and the cylinder wall, after it is pressed in...

but you really should ask them more, its not worth rushing it and ruining something....
