Can you cut off a t3 flange and weld on a t4?
Now, I know technically you can easily cut off a t3 flange and weld on a t4, but can you do it and it be just as strong as the previous flange? I would hate to do this and the turbo just fall off or something. Would it be better just to sell a manifold and buy a new one?

What material is the manifold? Reason i ask is my cast manfoldhas a plate welded on. Its only been 1000 miles but no signs of leaks/falling off.
If its a steel manifold i wouldnt worry

If it's welded properly, you should be fine. Make sure collector to flange fitment is prime before welding, though.

Youll be alright
After having the plate welded on. Check the surface for trueness with a straight edge.
You dont want it warped.
