Default WHERE on the crank pulley is the harmonic balancer?

After doing a search, I couldn't find a direct answer to this question...
ie, if I machine the PS and AC portions off my stock B18A crank pulley, will the harmonic balancer still be on the pulley?

i refer to a recent thread on this subject regarding the harmonic balancer,

iirc, it is a rubber section that is sandwiched between the outside (belt side) and the inside (crankshaft side) of the pulley.

so taking metal off will remove some of the rubber but it will still be between the outside and iniside of the pulley.

t..

PS my 1991 JDM B16A pulley does NOT have this rubber section!!!!
