Default What does a Resistor Chip do?

hey guys,
i was wondering if the following makes sense:
install a resistor chip between your car's IAT sensor and you will gain 15-20HP.

how does this work? what is an IAT sensor? can i expect the claimed gains? the ad says that this will not damage the engine. is this true?
thanks
