Default vtech not engaging

97 lude, vtech not engaging and rev limit cuts in @ approx. 7000---where do I look for problems? Oil is full.

If you hear a dial tone, then it's working fine, if not, check phone lines and power cord, if still not working then take it back to the store you purchased it from.... ok, not funny anymore.

Jump solenoid to see if it makes a clicking noise, if not suspect faulty VTEC (-H) solenoid.
