VTEC not engaging

Default VTEC not engaging

my vtec doesnt engage in my lsvtec, i checked wires, did all tests in haynes manual, i got oil temp and pressure, if my timing was off would it not engage vtec? (i throw code 21 for obd 1 check engine light)

you can get the cel codes here. from what it says maybe the solenoid is no good.

anyway i can check if solenoid is good, it said in book the check plunger for free movement, and it moves freely

How do u know its the solenoid and not some other sensor.(knock, vss?).
